You can use “go about” whenever you want to :-), but usually we use it in situations where you are asking about a certain way/approach of doing something, and those situations tend to be a little more formal. Examples: How should I go about researching this topic? Would you tell me how to go about it?

Yes, “go about” can be translated as “proceed” sometimes, but it depends on the context. The second sentence above “Would you tell me how to go about it?” might be translated as “como proceder”; but in the first sentence, you would probably translate it a little differently.
